Italian navy intended to establish submarine and aircraft bases in the Mediterranean in 1923

A letter of the German embassy at Rome, Italy dated 15 April 1923 reported the intentions of the Italian navy to establish submarine and aircraft bases in the Mediterranean. First to be established were on the island Rhodos [between 1912-1948 Italian nowadays Greek], at Tobruk [Cyrenaica, since 1934 Italian Libya] and on the island Pantelleria between Sicilia and Tunis.
