In a report dated February 1938 dealing with the valuation of the Russian fleet was stated that the flotilla leaders were almost certain built using foreign plans. The ships were complete equal to the French Fantasque-class with a speed of 38-41 knots and a range as far as the mid Baltic. Probably was the in Italy completed Taschkent to become to first of a series of more flotilla leaders.
