Preceded by Amagi-class battlecruisers. Comparable with the USN Alaska-class cruisers. Displacement 31,905 (standard)-35,000 (full load ) tons and as dimensions 240 (waterline)-246.2 (over all) x 27.2 x 8.8 (trial) metres or 790-808 x 89 x 29 feet. The propulsion was to consist of 4 sets geared turbines and 8 Kampon boilers with a total horsepower of 167,674shp/17,000 metric hp allowing a speed of 33 knots and with 18 knots a range of 8,000 nautical miles. Armament consisted of 3x3-31.0 cm/12.2” cal 50 guns (later 3x2-35.6cm/14”), 8x2-10cm/3.9” cal 65 Type 98 dual-purpose guns, 6x2-2.5cm/1” Type 96 anti-aircraft guns and 2x2-1.3xm/-.5” Hotchkiss machineguns. Armour consisted of a belt thick 19cm/7.5” inclined 20 degrees, barbettes 21cm/8.3”-19cm/7.5’, conning tower sides 18cm/7.1” and roof 12.5cm/4.9” and a 12.cm/4.9” thick deck. Designing process started in 1939, first plans completed by September 1940, under the in 1942 revised Circle Five Plan were two ships to be built with the hull numbers 795 and 796 to be commissioned in 1945 and 1946, finally never realized and no contracts awarded.
