In his letter dated Istanbul, Turkey 24 February 1940 No. 774 g. reported the German naval attaché to the Oberkommando der Wehrmacht Abteilung Ausland the neutral ships passing Istanbul coming out of the Black Sea and loaded with contraband for or chartered by the enemy. An item reported on 17 February the American merchant ship Scottsburg of the company Lykes Brothers Steamship Co., New Orleans, USA with 786 mules on behalf of the Turkish army. The Turkish War Department handled the import formalities via the Turkish Department of Foreign Affairs and the embassy at London, England. She brought end September 750, begin December 798 and now 786, totally 2,334 mules. There were a fourth and fifth voyage New Orleans-Istanbul planned each time with around 780-800 mules.
