The information was received from the Latvian General Staff and considered to be reliable. In fact few was known dealing with the personnel of the Central Institutions except that the majority in authority were former naval officers already officers prior to the First World War. The descriptions of the officers were supplied by a former high officer of the Imperial Russian Navy which now stayed in Latvia.
