A decision dated Buitenzorg 20 January 1810 supplied details how to use in the Dutch East Indies the so-called flotilla dug-out canoes (prauwen) in the future. Under general direction of the Commissary General of the Navy and directly orders of the harbourmasters were the vessels stationed as follows.
Twelve at Batavia partly for Bantam and partly for the Marak Bay
Six at Cheribon during the east monsoon to be stationed at Indramaijo
Two ar Tagal and two at Paccalongang to be fitted out at and paid by Samarang
Six at Samarang
Six at Japara
Four at Rembang and Joana under orders of the harbourmaster of Tambang
Six at Surabaya and area
These dug-out canoes were to patrol against pirates and escort services along the coast between the stations and in principle not allowed to go outside their district.
The sailors which were to man these dug-out canoes were to be natives and to be hired by the harbourmasters for six rijksdaalders in copper coins a month in stead of the 8 as was ordered by the decision dated 8 February 1808. The men were in principle to be Boeginezen and Malays but if not enough sailors were available, were the Regents to supply natives of Java and to be paid for with the monthly salary.
The Commissary General of the Navy was to divide the six pantjallangs if available over de several stations as a replacement of six dug-out canoes. If these pantjallangs met the expectations the new building of the pantjallangs (panjajaps) was to be continued and to replace all of the flotilla dug-out canoes.
He also was ordered to supply the brig Beschutter with a good officer and further more the schooner, the brig, the armed Paduakang now still serving in the Flotilla, the gunboat acquired from the former member of the lumber administration Van Bronkhorst and ore or two pamjajaps to patrol along the coast and to visit the islands of Crimon Java, the Boompjes Eilanden and the other hiding places of the pirates. All these vessels were not to be used as transports unless in the paramount necessity.
