Soviet Union navy and merchant fleet needed stronger government support according to the Dutch newspaper De Indische Courant dated 15 July 1924

An item reported that at a public meeting Trotzky and Krassin strongly advised to build a Soviet merchant fleet regarded the expanding export of the Soviet Union and toe become less dependent on ships of other countries. Further more was the navy to be increased and the freight rates reduced.
