Soviet Union wanted better naval personnel according to the Dutch newspaper Het Volksdagblad dated 17 May 1939

An item dated Moscow 17 May reported that the presidium of the Soviet Union decided that to achieve a better organized and stronger navy and better qualified personnel the service on board of the ships and the fleet was to become five years and with the coastal defence four years. Military who wished to stay after their service in the navy had to sign for at least another three years.
