German parliament supported merchant shipbuilding according to the Dutch newspaper De Tijd dated 5 October 1917

An item dated Berlin 4 October reported that the Reichstag approved a law to recover the merchant marine. Ships owners were to get a government subsidy for re-/new building of merchant ships.
