China asking for British naval advice commission according to the Dutch magazine Marineblad 1913-1914 no. 9

An item reported that China asked England to sent a naval mission to advice the creation of a new navy to protect the trade (shipping). Further more was the building of 3-3.500 (maximum) ton destroyers and with a speed of 32 miles in Austria ordered, They were to be fitted out with turbines and Yarrow boilers able to use coal and petrol as fuel and to be armed with 10-10cm Skoda guns.
