An item reported that the Russian naval shipbuilding program mentioned 3 fleets namely the Baltic, the Black Sea and the Siberian fleets. The Baltic fleet which was to be completed in 1930 would consist of an active fleet of 16 battleships (first squadron completed in 1918, the second one in 1924), 8 armoured cruisers, 16 protected cruisers, 36 high sea torpedo boats, 12 submarines and furthermore minelayers, transports, minesweepers, training ships and a reserve squadron of non active ships. The Black Sea fleet would number a similar number of ships resulting in a strength 1,5 x the strength of the surrounding countries. It was yet unknown when this fleet was to be completed. The Siberian fleet consisted of 2 cruisers, 18 torpedo boats (divided over 2 flotillas), 12 submarines (divided over 4 divisions), 3 minelayers and further more transports and training ships. As soon as there was a budget available was this fleet to be strengthened with battleships. Building time of battleships and armoured cruisers 4 years, small cruisers 3 years and for torpedo boats and submarines 2 years. Lifetime of battleships and armoured cruisers 22 years since the moment the keel was laid down or 16 years in active service and 6 years in the reserve squadron, small cruisers 18 years since the moment the keel was laid down or 13 years in active service and 5 years in the reserve squadron, torpedo boats 17 years since the moment the keel was laid down or 12 years in active service and 5 years in the reserve squadron and for submarines q4 years since the moment the keel was laid down or 10 years in active service and 4 years in the reserve squadron. In case of a loss of a ship was the next year replacement requested. The active fleet was 9 months and the reserve squadron 6 months each year serving.
