John Simon (1) told the press on 19 November what the attitude of the Japanese representatives during the naval conference was and that they said that the prestige of Japan would not allow a naval ratio of 5:5:3. The Japanese department of foreign affairs stated in a reaction on 21 November that she could not believe that this statement of Simon was authentic regarded the agreement that what was said during the conference between England, United States and Japan would be utmost secret. The so-called intentions of Japan according to Simon were absolute untrue just like the news item in the American newspaper New York Times that Japan wanted a ratio of 5:5:4. The Japan policy wanted that to delete the old ratio and complete equality for all concerned parties.
