According to the correspondent at Yokohama of the newspaper Journal des Débats intended the Japanese government to use the reparations to be paid by China to use immediately for buying 8 fast cruisers, 4 armoured cruisers, 12 torpedo boats and a flotilla of gunboats.(1)
