US Navy building standard design destroyers according to the Dutch magazine Marineblad dated 1918-1919 no. 4

An item referred to the magazine Moniteur de la Flotte dated 30 March reporting that the US Navy ordered the building of standard design destroyers with a speed of 36 miles and a length of 91 metres. Building time for each destroyers was planned to be 22-24 weeks.
