Reval replacing Libau as Russian naval base according to the Dutch magazine Marineblad dated 1913-1914 no. 6

An item reported that Libau [nowadays Liepaja, Latvia] was to be replaced by Reval [nowadays Tallinn, Estonia] as naval base while the latter harbour was further away from the German frontier and could better be defended at the landside. For the necessary harbour works was in 1913 a budget of 40 million rubles approved. Several firms like Creusot, Lange und Becnker (Normand) Russ. Schiffbau Gesellschaft. Société Nobel and Hesner were busy with increasing their sites of constructing new slipways. Creusot was constructing 3 slipways for destroyers and 3 for battleships.
