Technical design specifications for new building American cruisers 3rd class according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1899 no. 1

An item reported that commodore Philip Hichborn, chief of the US Bureau of Construction and Repair since 23 July 1893, proposed that the next to be built cruisers 3rd class were to have a displacement of 2.500 tons, a speed of 16 knots and an armament of 10-12,7cm guns (8 in the sides), 10-4,7cm guns, 2-3,73cm quick firing guns and 4 machineguns.
