An item referred to the German magazine Marine Rundschau reporting that on 1 April 1925 the new German naval organisation was a fact. The supreme commander of the sea forces was now called Flottenchef and responsible for the naval force divided over the bases Kiel and Wilhelmshaven. The first commanded by the Befehlshaber der Seestreitkrafte der Ostsee [Baltic], the other by the Befehlshaber der Seestreitkrafte der Nordsee [North Sea], consisting of a few battleships, cruisers and torpedo boats. The flagship of the supreme commander was part of the North Sea division. This division into two small forces was just to be used for training and exercises. Tactically was the division complete different with an battleships division commanded by the Flottenchef and the Befehlshaber der Seestreitkrafte der Nordsee as deputy while the Befehlshaber der Seestreitkrafte der Ostsee commanded a scouting division.
