The French submarine strength increasing according to the Dutch magazine Marineblad dated 1937 no. 6

An item referred to the magazine le Yacht dated 26 June 1937 that the French submarine fleet over 2 years would number totally 87 submarines. Between 1934-1937 were just 10 submarines laid down. Her major opponent for the hegemony in the Mediterranean except the United Kingdom was Italy, with a submarine fleet twice the French strength.(1)

Note
1. A small navy like the Royal Netherlands Navy numbered in 1937 21-23 submarines to serve in Europe and in the Dutch East Indies.
