French navy numbered 7 flotillas for offensive and harbour-coastal defence tasks according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1914 No. 3

An item reported that for 1914 the French navy consisted of 3 flotillas for offensive purposes and another 4 for harbour and coastal defence. The three offensive squadrons were stationed at Toulon, France (2 destroyers, 8 submarines), Bizerte, Tunisia (3 destroyers, 12 submarines and Oran, Algeria ( destroyer, 4 submarines). The four defence flotillas were stationed at Cherbourg, France (31 torpedo boats, 4 submarines), Brest, France (23 torpedo boats, 4 submarines), Toulon, France (26 torpedo boats, 7 submarines) and Bizerte, Tunisia (24 torpedo boats, 5 submarines).
