The four defence flotillas were stationed at Cherbourg, France (31 torpedo boats, 4 submarines), Brest, France (23 torpedo boats, 4 submarines), Toulon, France (26 torpedo boats, 7 submarines) and Bizerte, Tunisia (24 torpedo boats, 5 submarines).
