Latvian cabinet controlling her merchant ships in foreign waters according to the Dutch newspaper De courant dated 29 July 1940
An item dated Riga, Latvia 28th reported that the Latvian cabinet ordered that all Latvian ships at that moment in foreign waters were now allowed to enter of depart from harbours without her permission.
