Russian ships seeking refugee in Romanian waters were to be sent to Romanian harbours and disarmed according to the Dutch newspaper Leeuwarder courant dated 5 November 1915

An item dated Bucharest, Romania 5^th November reported that while Austrian and German troops captured the Serbian side of the Danube the Romanian government ordered Russia-flagged ships loaded with weapons and ammunition for Serbia to enter Romanian harbours where they were disarmed if these ships seek refuge in Romanian waters.
