German shipping towards Libya hardly threatened by Allied forces according to the U.S. Joint Intelligence Committee daily summary dated 1 May 1942

An item reported that while in the Mediterranean the island Malta was neutralized by the enemy around 80% of the enemy shipping arrived safely at Libya despite the sinking of two southward bound merchants ships on 27-28 April off the Tunisian coast by British torpedo planes. The real threat for the enemy shipping were submarines.
