Enemy submarines operating off North American coastline and not in the Caribbean according to the U.S. Joint Intelligence Committee. Daily summary dated 28 March 1942

An item reported that enemy submarines seemed especially to be active in the Cape Hatteras-Cape May area, off Halifax, Canada and in a relatively large area southeast of the Grand Banks. In the Caribbean seemed to be none submarines active.
