The Leipzig (1) was launched, still only the hull, the Ersatz-Koln (2) and Ersatz-Emden (3) were still on stocks and nearly ready to be launched, on one was the work continued with as main reason to keep the labourers employed.

1. Part of Cöln-class light cruisers preceded by Brummer-class succeeded by planned Flottenkreuzer proposals and realized Emden, laid down in 1915, launched on 28 January 1918 and uncompleted broken up in 1921.  

2. Part of Cöln-class light cruisers preceded by Brummer-class succeeded by planned Flottenkreuzer proposals and realized Emden, laid down in 1916 and uncompleted broken up in 1921.
