An item reported that the Japanese governement announced on 14 April the quota for the North Pacific whaling consisting of 1,001 blue-whales for the 16th Pacific Whaling Expedition similiar to the 1966 quota. The limit for fin whales was reduced by 11% to a maximum of 1,126 whales. Eight days later the Japanese Fisheries Agency licensed 3 whaling fleets:
-Kyokuyo Maru No. 2 of Kyokuyo Hogei allowed to catch 467 blue-whales, departure13 May
-Nisshin Maru of Taiyo Gyogyo allowed to catch 267 blue-whales, departure 12 May
-Tonan Maru of Nihon Suisan allowed to catch 267 blue-whales, departure 15 May
