The American naval attaché at Berlin, Germany wrote to the Chief of Naval Operations Intelligence Division on 29 August 1939 referring to a letter of the German Navy Ministry dated 26 August. In this letter were naval attachés regarded the international view asked not to make trips or ride of their own outside Greater Berlin as well as trips by their assistants or other officers of their armed forces without previous inquiry at the Naval Attaché Group. All prior authorizations to visit firms outside of Greater Berlin were withdrawn.(1)
