An item referred to report No. 24471 dated 5 March 1929 of the American Military Attaché London in which colonel John R. Thomas (1) wrote that under-secretary of State for Foreign Affairs Mr. Locker Lampson (2) declared in the British House of Commons on 4 March that he knew that the Soviet Government negotiated with British firms about the delivery of submarine mines. But as far as he knew there was no order supplied. He could not confirm that the mentioned mines were to be laid in waters visited by British trawlers.
