The American Military Attaché at Warsaw, Poland wrote in his report dated 15 October 1926 No. 281 that the Council of Defence and Labour of the Soviet Republic appropriated or the Fiscal Yar 1926-1927 a budget of 18.870.000 roubles to be used for developing naval construction. Most of this budget came from:
