Soviet Union purchased submarines from Germany after the First World War

The American Military Attaché Sweden wrote in his report dated 1 April 1927 No. 352 that the old rumor that the Soviet Union and Germany had a secret agreement for delivering submarines was still alive. When Germany was forced after the First World War to reduce her naval strength she delivered 8 or 10 submarines each of 489-510 tons to the Soviet Union. Until now their station was kept secret and the crews were all member of the G.P.U. (Tjecka).(1)
