An item referred to the magazine The Army and Navy Gazette which reported that the Mexican cabinet ordered the building of a steel 2-mast ship at the French shipyard Forges et chantiers de la Méditerranée. She measured 1.200 ton and het contracted speed was 13 miles. The armament was to include 4-100pdr Vavaseur guns, 2-12cm Canet guns placed fore and aft,2-5,48cm Nordenfeldt quick firing guns and 2-3,7cm Hotchkiss guns.
