American torpedo reserve expected to be increased by 1914 according to the Dutch magazine Marineblad 1913-1914 no. 8

An item reported that the American torpedo plant at Newport would be increased. Further more was the reserve of torpedoes in 1914 to be largely increased while in March 1913 375-53cm torpedoes were ordered at the firm Whitehead in Fiume to be delivered within a year.
