According
to a decision of the President dated 3 October published in the newspaper Moniteur
were the rules to be promoted to be changed. This was caused by the by the
extra ordinary expansion of the French steam navy with as result a large number
of steam frigates resulting in the facts with sail- and steam power became the
most important part of the French navy.
